Job Description

Purpose of role

  • The Estimating Manager plays a critical leadership role within the business, responsible for the effective management and leadership of the estimating function across all business units. This includes oversight of all estimating personnel (Estimators, Junior Estimators, Quantity Surveyors, and Cadets), systems, procedures, and the coordination of tender activities to ensure alignment with the company’s conversion, margin, and growth targets.
  • The Estimating Manager acts as a key interface between business development, design, and operations, ensuring pricing accuracy, methodology innovation, and team performance.
  • The Estimating Manager is part of the Leadership Group and plays a key role in the development, roll-out, and maintenance of the company's estimating procedures, systems, forms, and specific training programs for staff.

Main duties and responsibilities

  • Manage the Estimating Department consisting of Estimators, Junior Estimators, Quantity Surveyors, and Cadets.
  • Mentor and develop the estimating team to improve capability and performance.
  • Allocate estimating resources to tenders based on priorities and team capacity.
  • Advise Executive Management on tendering strategies and conversion metrics.
  • Lead pre-site and post-tender negotiations and attend tender handover meetings.
  • Oversee and participate in the preparation of detailed tender submissions and cost plans.
  • Maintain and improve estimating systems, templates, and procedures.
  • Work with Operations, Design, and Business Development teams to ensure pricing accuracy and delivery alignment.
  • Build and maintain relationships with key subcontractors, suppliers, and consultants.
  • Conduct regular estimating team meetings to track progress, review work, and provide direction.
  • Lead tender reviews and manage internal bid governance.

SPECIFIC TASKS

Management

  •  Management and Leadership of Tenders and Bid Submissions.
  • Train, mentor, coach and supervise all staff in your team.
  • Set clear KPIs and performance metrics for the department.
  • Ensure compliance with all company Quality Systems, policies, and procedures.
  • Maintain adherence to legislative and WHS requirements.
  • Establish and maintain strong client relationships from tender to tender
  •  Represent the company at various site meetings, functions and corporate events
  • Drive continuous improvement in estimating practices.
  • Adhere to the company’s Code of Ethics and business plan strategies.

Estimating and Cost Planning

  • Prepare and implement estimating forms, systems, and checklists.
  • Conduct Estimating meetings on all tenders and manage workload pipelines.
  • Review scope documentation and ensure completeness of all pricing information.
  • Liaise with stakeholders across preconstruction, operations, and design.
  • Review and oversee trade scopes, BOQs, take-offs, and rate build-ups.
  • Conduct subcontractor comparisons and price analysis.
  • Coordinate with the Executive Team on final tender pricing and strategy.
  • Manage submission of post-tender queries and negotiations.

Estimating Communication and Advice

  • Develop and present monthly Estimating reports.
  • Provide clear and timely commercial advice to executives and tender teams.
  • Keep up to date with market trends, costs, and construction methodologies.
  • Continually review estimating practices and recommend ways in which estimating processes and systems can be improved.

Industrial Relations

  • The Estimator Manager must foster a positive Group culture and is accountable for the adherence to policies and procedures by the estimating team to ensure a safe, respectful and inclusive work environment

Personal Specification

Qualifications

  • Degree in Construction Management, Quantity Surveying, Engineering, or related discipline preferred.

Experience

  • Minimum 15 years of estimating experience, with at least 5 years in a senior or management role.
  • Proven experience managing teams and delivering tenders over $200m.
  • Mid-tier residential and commercial project experience.

Knowledge

  • Comprehensive understanding of the NSW construction market.
  • Strong understanding of WHS, industry standards, and construction methodologies.
  • Proficient in estimating software such as Cubit, Buildsoft Global, and MS Office.
  • Familiarity with contracts, procurement strategies, and cost planning frameworks.
